Percy played chess with Ron even tho he was absolute garbage at it and didn't seem to be that sore a loser. Then Ron beats McGonagall's giant, enchanted chess set and Percy's so exceedingly proud of him that he's jumping up and down and yelling across the Great Hall to all the other Prefects that it was his brother, his little brother Ron who'd managed that. This makes him the only person (beyond Dumbledore, who assigns the points and maybe Harry and Hermione bc Ron literally saved their lives? I don't remember) to verbally congratulate Ron on this achievement.
Percy who abandons all dignity and common sense and runs into a freezing lake in the middle of winter to make sure his baby brother's fine. Percy who has to be wrangled away from him by the school nurse bc he's acting like such a mother hen, at an event he was attending in his official capacity as Crouch's assistant (and replacement) -- and probably meets back up with the jury to actually do the job he was assigned still completely drenched from the waist down lol. Percy who disowns his family but still sends Ron an admittedly very poorly worded letter of congratulations on making Prefect in his fifth year, and doesn't insinuate that he only got the post so the teachers could spy on Harry because he knows from experience how shitty that would be. (Also, telling Ron to stay away from Harry in order to not make himself a giant target is not at all unreasonable lol? Ron -- and Ginny too, but particularly Ron -- has been in consistent mortal peril since he met Harry. He'd just been placed in custody of merpeople at the bottom of the Black Lake in the middle of February literally because he was Harry's closest friend; and Percy may be naïve sometimes but not even he would find Umbridge "delightful", come on! He literally replaced the woman as Fudge's assistant, he had to know what she was actually doing at Hogwarts and wanted Ron very far away from it.)
Anyway, Ginny is only Percy's favourite sibling bc she's the only girl and the youngest. As far as canon goes, Percy absolutely dotes on Ron in ways he doesn't with any of his other siblings, probably because he sees a lot of himself in him, and in this essay I will-
